Enterprise portal solutions continue to confound and confuse employee users. They’re just not user friendly. In fact, while portal solutions are complex solutions, they are too complex and are feeling the heat.
The Enterprise Portals Report (CMSWatch.com) is critical of enterprise portal solutions because they are so user-friendly. Worse yet, they cost a lot to license and implement — often far more than the client reealizes.
“Most enterprises blindly adopt the default ‘building block’ approach to layout found in contemporary portals — a leftover from the early days of public portals.” according to Lead Report Analyst, Janus Boye. “Today, this de-facto standard can mitigate against adoption in the enterprise,” adds Boye.

I suspect thought that these off-the-shelf products are overkill for most organizations.
